It shouldn't be hard. Just set a

style="position:fixed; top:0px; z-index:2; width:100%"

on the "topbar" div. I'll try it at home and update.

[Update #1] Tried it on chrome and worked. Haven't tried it at iPhone yet. There is a problem with the scrollbar which can be easily fixed by settting the content div an overflow and a standar height just like this

[Update #2] It cannot be done on an iPhone. The scrolling is on all the page, and cannot fix-size a div.

i have found a fix for this so your iwebkit - site can look more like an app...
the three following images show front page of site ( no where near finished just testing features out )

topbar, tri buttons are locked ... main container is scrollable

footer is locked
